I refer to your application made pursuant to the Freedom of Information Act 1982 cited below and received by the department on 1 April 2015:

7 request, under FOI, a copy of the Victorian Public Sector Commission's (VPSC) Report on the "Residential Charges in Group Homes for People with a Disability



I assessed the document in accordance with the Act and have decided to deny access in full to the document.

Material withheld from you has been removed on the basis of the following exemptions under the Act:

Internal working documents

Section 30(1) exempts from disclosure documents that are internal working documents. For this section to apply, the documents must:

•     disclose an opinion, advice or recommendation prepared by an officer, or relate to a
 consultation or deliberation that has taken place between officer(s) and/or Minister, in the course
 of, or for the purpose of, deliberative processes involved in the functions of an agency and

•     release must be contrary to the public interest.

The review document has been exempted in full pursuant to this section. The report document is still in draft form and the information contained within it is preliminary. The release of the report could mislead the public about the implementation of recommendations made by the VPSC as it may not reflect the final views and actions of the department in relation to charges in group homes.

LISA Comment:  

            The department, like community service organisations, is a group home
ervice provider.  The Victorian Government, after a failed attempt to
raise the residential 
charges (daily living costs) for the residents of
department managed group homes, 
directed the VPSC (Victorian
Public Sector Commission) to independently review 
what had become
a bucket of worms - so many different charges for residents 
similar daily living from different service providers. The VPSC having
the donkey work, the despotic department is concealing and
re-writing the VPSC
findings the way they want them.
