Review of Residential Charges in Victoria

The Victorian Public Sector Commission (VPSC) is conducting an independent review of residential charges in group homes operated by both the Department of Human Services and not for profit community sector organisations (CSOs).

The review is conducting meetings across Victoria to hear from residents of group homes, their families and carers, advocates and other organisations and individuals with an interest in the review.

LISA Comment:  There are considerable anomalies in the residential charges for the various group homes throughout Victoria.  Much of this is as a result of the Department of Human Services not fully funding non-government, not for profit service providers, for their residents’ support service costs - leaving them to charge their residents more, fund raise or use less support staff.

The residents of group homes are intended to have ‘choice and control’! 

Most group homes were established from the closure of institutions.  Residents and their stakeholders were told, living in group homes would be much like regular members of the community.  Yet many group homes are little more than mini institutions, as residents have little real choice and control.

Despite residents pay realistic rent, they are specifically denied real residential tenancy rights by Section 23 of the Residential Tenancies Act. 

Real residential tenancy rights is what the general community has – they have the right to decide who enters their home.  If one uses HACC services, one can decide which support workers come into one’s home.

The residents of group homes have no such right of choice.  If they don’t like a support worker, that’s too bad.

With full residential tenancy rights and their support service funding in an ISP format, residents of group homes would have the wherewithal, discounting the DSR restrictive practices, to move to a group home of an alternative service provider.  Or, as a group, choose their service provider and design and develop their support service contract – This is real ‘Choice and Control’!
