Monitoring Quality of Life


Those members of our society with an intellectual or multiple disability are the most disadvantaged in our society. They are extremely reliant on their family and friends to monitor their quality of life care throughout their lifetime.

The families and friends of those living in supported accommodation group homes, especially those where the DHS is the direct service provider, should be aware of the parameters which give them some insight into the level and quality of care being provided.

Naturally, the services should be open and transparent. Frequently they are not, especially the DHS services.

Many parents are the Administrators for their family member - the resident. They regularly receive expenditure records. These provide a degree of insight by monitoring if the level of personal expenditure matches that defined for social activities in the resident's financial plan. If the financial expenditure records show an increasing surplus, the resident is not being taken on the social activities defined in their financial, and person centred plan.

Families, certainly Administrators are entitled to "Housekeeping Records". So if you wonder where all the money is going, request to see these records as often as you like. You don't have to justify your request.

"Progress Notes", the daily record of the residents activities. These are available on "administrative release" if you are an official Guardian. Otherwise you need to use FOI. Nevertheless, these records are worth getting, as they give some insight into the level and quality of care being provided.

The direct care staff duty roster is worth requesting, even if you have to use FOI. This makes it easy to know who is on duty when you telephone or call at the group home.

If there is any question of access to any records you feel it would be nice to have, just put in an FOI (Freedom of Information) request. This is very easy to do, you don't have to justify why you want something, and most FOI areas are most cooperative. And, FOI is free of charge to those with a pension card.
