It has recently come to LISA’s attention that the Disability Services Commissioner (DSC), Victoria, Laurie Harkin has been on extended sick leave since late 2015 and is expected to remain so until at least March 2016.  While we wish him well, there are some who have suggested this may be a coming to the end of his eight and a half year reign as the DSC.  
Some readers have suggested to LISA that given the significant criticism levelled at the DSC and his office through the Ombudsman’s investigation and the Parliamentary Inquiry, the government may use this as an opportunity to terminate Mr Harkin’s services by quietly easing him from the post.  
LISA has noted that the head of Melbourne’s public transport network quit his post in September 2015 after only 22 months in the top job. This shock move came at a time when the state was, and continues to be gripped by concerns about our public transport system.  Some commentators have suggested that he may have been pushed because of his poor performance.


LISA’S Comment
Whatever happens with the DSC position, there is one clear requirement. That is, whoever is in the chair, the Commissioner and his or her staff must actually do their job by investigating complaints and protecting the rights of people with a disability.

That such state organisations will continue their role for services under the NDIS, prior to the establishment of the National Quality and Safeguarding Framework, must be a major concern.
